TIVC is a prime contract holder of the Seaport next-gen ID/IQ contract. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) use this vehicle to contract their service requirements. TIVC offers support services in 23 functional areas across seven geographical areas.

TIVC was granted an early-entry waiver into the SBA’s 8(a) Business Development Program based on performance and is an SBA 8(a) certified small business with a valid designation through October 2026.

TIVC, through its joint venture TDX LLC, was awarded prime contracts for the OASIS+ (One Acquisition Solution for Integrated Services) program under multiple socio-economic categories, including 8(a), Small Business (SB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB).

OASIS+ is a comprehensive, flexible acquisition vehicle that provides federal agencies with access to a wide range of integrated services, from management consulting to IT solutions, helping to streamline procurement processes while supporting small businesses. This award highlights TIVC’s commitment to delivering high-quality services across federal agencies.

TIVC’s founder and CEO Jean Ibañez Payne is a service-disabled Navy veteran. TIVC is a CVE-certified SDVOSB. The purpose of the Service-Disabled Veteran-Owned Small Business Concern Procurement Program is to provide procuring agencies with the authority to set acquisitions aside for exclusive competition among service-disabled, veteran-owned small businesses. If certain conditions are met (See Code of Federal Regulations (CFR) 13 C.F.R. § 125.8-125.10), sole-source awards can be issued to SDVOSBs.
